What’s Changed in 2025?
1. New EPC Assessment Method – RdSAP 10 (from 15 June 2025)
The government has introduced a major upgrade to the EPC assessment process, now using RdSAP 10, the most accurate method yet.
What’s different:
• More detailed data on window glazing, heating systems, and smart controls
• Greater focus on actual energy efficiency, not just theoretical estimates
• Stricter checks on insulation, thermostats, boiler efficiency, and more

2. Minimum EPC Rating Still Band E – But Band C Coming
As of now, rental properties in England and Wales must have a minimum EPC rating of E.
However, the government has reintroduced plans to enforce a minimum Band C rating by 2030, with these key milestones:
Timeline Requirement
2025 (Current) Minimum Band E for rentals
2028 (Proposed) New tenancies must meet Band C
2030 (Proposed) All rentals must meet Band C
Failure to comply can result in fines of up to £5,000 for domestic landlords.
3. New EPC Rules for Commercial Properties (from April 2025)
If you let or manage commercial buildings, be aware:
• From April 2025, all commercial lets must hold a valid EPC (including renewals)
• Future changes may require minimum Band C by 2027 and Band B by 2030
Non-compliance could lead to penalties of up to £150,000.
4. Exemptions and Cost Caps
Some buildings may be exempt:
• Listed buildings, conservation areas
• Properties where improvements cost over £3,500 (domestic) or £15,000 (future)
• Buildings due for demolition or certain small commercial units
